Definitely not legit from DPRK.
The DPRK has standards for the kinds of music it puts out. They need to have a certain lyrical quality, comprehensibility, and uplifting auditory themes. Metal is not a part of it and is generally considered a capitalist product. More damning, the lyrics are in the South Korean dialect.

DPRK metal would go so hard.
But I doubt it. Of all the Western cultural phenomenon that could potentially jam its foot in the door of DPRK long enough to actually influence people metal is sadly probably not on the list.
